Lourcey Sams

Lourcey Sams is an independent oil and gas operator in Midland, Texas.  Mr. Sams began his career with Amoco Production Company in Houston, Texas in 1977.  In addition, Mr. Sams served as a board member for Energy Security Policy “ESP” an organization formed by the late Apache Corporation founder and chairman, Raymond Plank.  ESP was seeking support for the implementation of a variable import fee to stabilize the price of oil in the late 1980’s in Washington, D.C and throughout the United States.  Mr. Sams currently serves on a number of boards including the Institute of Energy Management, LLC.
